Thématique N°1
Population Movements and Human Rights (1992)
From the standpoint of human rights, the theme of this first issue is particularly concerned with the protection of the rights of tens of millions of people throughout the world who, as a result of being forced to leave their usual place of residence against their will, are viewed as foreigners, refugees, migrant workers or stateless and displaced persons in the countries where they must settle. In other words, these are groups of people whose rights are diminished or jeopardised, especially if they are not citizens of the nations where they end up. As a result, they must have access to special norms to protect their rights.
