Pour la premi�re fois depuis sa cr�ation, en 1992, Th�matique tente l�essai d�un num�ro annuel trilingue. La vocation internationale et l�audience multiculturelle du CIFEDHOP nous invitaient � prendre une telle orientation. Certains pourront y trouver un certain inconv�nient dans le mesure o� les articles ne sont pas int�gralement traduits dans les autres langues s�lectionn�es. Pour pallier un tant soit peu cet inconv�nient, chacun des textes est pr�c�d� d�un court r�sum� qui en pr�sente l�id�e g�n�rale. Certes, nous aurions pu faire davantage � et nous l�aurions fait volontiers � n�e�t �t� le manque de ressources dont il faut bien dire qu�il constitue un probl�me r�current pour toute organisation compos�e de b�n�voles qui consacrent beaucoup de temps pour assurer � cette collection sa continuit� dans le temps.

C�est dans la mouvance du th�me de la Session internationale de juillet 2000 que nous proposons un ensemble de r�flexions sur le droit � l��ducation. Un droit au pass� et au pr�sent contrast�s dont la volont� d�application universelle a peine � quitter le registre des vertueuses intentions qui �maillent les d�clarations finales des grandes conf�rences internationales. Les textes contenus dans ce pr�sent num�ro s��loignent des discours de circonstance d�j� bien connus et aux effets mitig�s par ailleurs. Ils jettent plut�t un regard actuel et prospectif sur les orientations et les conditions politiques, sociales, institutionnelles et �ducatives qui freinent ou favorisent la r�alisation de ce droit � l��ducation.

Por primera vez desde su creaci�n en 1992, Tem�tica intenta publicar un numero anual trilig�e. Su vocaci�n internacional y la audiencia multicultural del CIFEDHOP nos sugiri� esta orientaci�n. Algunos podr�n encontrar ciertos inconvenientes, dado que los art�culos no est�n todos traducidos en los otros idiomas seleccionados. Para atenuar esta situaci�n cada texto est� precedido de un peque�o resumen que presenta la idea general. Podr�amos haber hecho mejor, y lo hubi�cemos hecho con gusto si hubi�semos dispuesto de los medios necesarios, este es el problema de toda organizaci�n compuesta por voluntarios. Como los nuestros que trabajan para que esta colecci�n perdure en el tiempo.


Durante la Sesi�n Internacional de julio de 2000 propusimos un conjunto de reflexiones sobre el tema del derecho a la educaci�n. Un derecho contrariado tanto en el pasado como en la actualidad cuya voluntad de aplicaci�n universal no quiere quitar las intenciones expuestas en las declaraciones finales de las conferencias internacionales. Los textos que aparecen en este n�mero se alejan de los ya conocidos discursos circunstanciales y moderados. Tienen, sobre todo, una mirada actual y prospectiva sobre las orientaciones y las condiciones pol�ticas, sociales, institucionales y educativas que frenan o favorecen la realizaci�n del derecho a la educaci�n.

INTRODUCTION

For the first time since its creation in 1992, Thematic is publishing a trilingual annual edition. CIFEDHOP�s international vocation and multicultural audience encourage us to take this new direction. At first, some may find it inconvenient as the articles are not fully translated into the other languages. To lessen this "inconvenience", each text is preceded by a short summary that gives the general idea of its content. It�s true that we could have done more and we would have done it willingly � except for a shortage of resources, which it must be said is the continual problem for every organization relying on volunteers. These volunteers already give as much time as they can to ensure that this collection is published each year.


In line with the theme of the July 2000 International Session, we herewith propose a number of reflections on the right to education. A right with a contrasting past and future, with the willingness for universal application showing great difficulty in getting past the virtuous intentions recorded in the final statements of global conferences. The articles included in this issue go beyond the well-known words suited to those occasions, with their mixed effects. They take a look, for today and tomorrow, at the political, social, institutional and educational directions and conditions that favor or inhibit the realization of the right to education.
